City of Newburgh police arrested seven men last week on charges of selling and using drugs on West Parmenter Street. The arrests on December 22 followed a surveillance operation by the police narcotics and anti-crime units that was conducted to address complaints about drugs on the street.
Police report that officers observed open air drug trafficking and the use of narcotics on the street Five of the men were charged with criminal possession of a controlled substance and two were charged with loitering. All seven are residents of the city.
Carl Mimms, 38, was charged with two felony counts of criminal possession of a controlled substance and two misdemeanor charges. Maurice Owens, 32, Hisoceles Martinez, 32, Tomas Ramirez, and Luis Rodriguez, 37, all face a misdemeanor charge of criminal possession of a controlled substance in the seventh degree while Owens, Victor Garcia, 45, and Joseph Menefee, 42, were charged with loitering in the first degree, a misdemeanor
