A new hiring procedure designed to increase the number of minority businesses and low-income workers on federally funded construction projects was approved by the Newburgh city council on Monday night.
The program calls for 30 percent of all new hires to be low-income residents and for 10 percent of contracts to be awarded to minority-owned businesses when undertaking construction projects valued at $200,000 or more that use all or some funding from HUD, the U.S. Department of Housing and Urban Development.
Edward Lynch, the city’s director of planning and development told the council that there are three possible projects where the new rules could be applied, including a sidewalk project and demolition work on city-owned property.
The contractors in a project are responsible for ensuring that hiring quotas are met and they in turn will have to report to the city about their compliance with HUD.
