The City of Newburgh is looking for residents who may be eligible to work on a construction and a demolition project this summer. The money for these projects is coming from the federal Housing and Urban Development department (HUD), which requires that employment opportunities are offered to qualified Section 3 residents.
According to the city, federal eligibility guidelines specify that participants must not earn more than $32,935.20 per year collectively as a household of four or more; or more than $23,164.80 as an individual living alone. In addition, at least 10% of the aggregate dollar amount of all covered contracts and subcontracts for eligible projects must be awarded to businesses whose ownership is made up of at least 51% Section 3 residents, AND whose permanent, full-time employees include at least 30% who are currently Section 3 residents, or were Section 3 participants within three years of their first employment with the firm. All construction projects with a budget of $200,000.00 or more receiving Federal and Community Development Block Grant (CDBG) funds must adhere to the HUD Section 3 requirements.
Anyone interested in bidding on these projects, including local small business with the potential to be a subcontractor, needs to fill out various documents and submit them to the city’s planning department.
