Hawaii is threatened by climate change on several fronts, most notably the impact that rising sea levels might have on its coasts.
The governors of California, New York and Washington formed an alliance to push for continued adherence to the Paris accord just hours after Trump’s announcement last week.
“After Trump rejected the Paris Climate treaty, which had never been ratified by the Senate, the European Union announced that it would work with a climate confederacy of secessionist states in the us”, said Brown.
We think the picture is mixed.
“There is an economic advantage for many local governments to stay climate committed”, Krause said. On June 26, 6 PM, City-County Building, Helena’s City Commission will consider a resolution (read at MEIC.org/events/Helena-city-commission) in response to Trump’s withdrawal (IR, 6/10/2017).
But we see positive trends and unexpected bright spots. The United Nations Framework Convention on Climate Change (UNFCCC) – the organiser of the Paris accord – estimates that even if every country makes every promised cut, Carbon dioxide emissions would fall by just 56 billion tonnes by 2030.
Commissioner Hal Walker said he initiated this UG effort that the UG reaffirm its commitment to the goal of the Paris accords, with other cities and counties. California Governor Brown will represent subnational USA jurisdictions that remain committed to climate action at the 2017 United Nations Framework Convention on Climate Change.
State level commitment to work around intractable administrations has a long history. For example, China – the world’s largest source of GHG emissions – came to the agreement with the United States on board. He presented more than a million signatures in the form of a petition during the Ocean Conference which was co-hosted by Fiji and Sweden in NY. In addition, they encouraged all partners to increase efforts to combat climate change. It is this additional energy that would produce more climate change. But it should be noted that in the US system of government, rules that have survived notice, comment, and legal review require a considerable amount of effort and time to undo; success is not guaranteed. Over time, the US has been responsible for more of the excess Carbon dioxide in the atmosphere than any other country. Some Republicans suggested Trump should remain in Paris and lower the U.S.’s commitment, but it wasn’t clear if that would be accepted by United Nations members.
To be sure, Trump’s policies will result in damage and lost opportunities.
“The Council (of European Union member states) deeply regrets the unilateral decision by the USA administration to withdraw from the Paris Agreement”, said a statement approved by the bloc’s foreign ministers at a meeting in Luxembourg. She affirms that mayors from all corners of the United States are taking the risks of climate change seriously. The progress will be slowed but it won’t be stopped. Hundreds of American jurisdictions say they are prepared to work together – and individually – to honour the now defunct U.S. commitment to curb greenhouse gasses and move toward a greener, more sustainable future.
