USA would consider talks with North Korea under certain conditions

Moon asks North to refrain from arms development before dialogue.

Trump has to deal with the unexpected election of a new leader in South Korea, President Moon Jae-un, a respected left-of-centre politician who states he wants to ease the tense relations with North Korea, including the current alarm caused by North Korea’s missile tests.

They were believed to have held talks on prospects for containing North Korea’s missile and nuclear weapons activities as well as the economic fallout over the deployment in South Korea of the USA missile defense system called THAAD.

North Korean leader Kim Jong-un hailed the launch on Sunday as a test of the “perfect weapon system” and capable of carrying “a large-size heavy nuclear warhead”. “North Korea’s nuclear and missile threats have rapidly developed as of recent, and they are now a reality”.

In Beijing, Lee said Moon may have his first face-to-face talks with Chinese President Xi Jinping on the sidelines of the Group of 20 conference in July in Hamburg, Germany.

South Korean Unification Ministry spokesman Lee Duk-haeng told reporters the government’s most basic stance is that communication lines between South and North Korea should reopen.

Russian President Vladimir Putin, who criticized the latest test-firing, said Pyongyang’s actions were “unacceptable”, but he also appeared to hold out an olive branch to Kim.

“From a year ago, the South Korea-China relationship suffered a setback which should not have happened, and this is an unwanted situation”, Wang said at the meeting.

“But as we know, it’s very unlikely for North Korea to say or do anything meaningful in nuclear front, rather they will keep modernizing and advancing nuclear capabilities”.

” … The most flawless weapon systems in the world will never become the eternal exclusive property of the USA … the US should not … disregard or misjudge the reality that its mainland and Pacific operation region are in (North Korea’s) sighting range for strike”.

On Wednesday a pro-Pyongyang newspaper based in Japan urged Moon to forsake the security alliance with the United States.

The missile launch was detected by new THAAD anti-missile system installed in South Korea, which is equipped radar that Raytheon claims can track a baseball hit out of a park from hundreds of miles away.

Relations between Beijing and Seoul, strained by disagreement over South Korea’s hosting of the U.S. Terminal High Altitude Area Defense ( THAAD ) system, have taken on a more conciliatory tone with the election earlier this month of President Moon Jae-in.

Kong told reporters on arrival that the South Korean president had asked him to convey to the USA government and people his thoughts on South Korea and the alliance and the deployment of the United States missile defense system “Thad”.

The U.S. ambassador to the U.N., Nikki Haley, said on ABC television that the United States has been working well with China and raised the possibility that new sanctions against North Korea could include oil imports.

Although Moon says he wants to return to a more realistic and open relationship with Pyongyang, he has to bear in mind the current United Nations sanctions, as well as the unpredictable response of Trump, who has been flexing his military muscles in Syria and Afghanistan.

Tension has remained high on the Korean Peninsula over the past months between the United States and North Korea over the USA threat to stage military attacks against Pyongyang in response to its nuclear and missile programs.
